Description This unit describes the performance outcomes, skills and knowledge required to officiate at an advanced level. This unit focuses on the ability to apply the laws of the sport, use communication strategies, demonstrate correct positioning and develop reports on high performance competition.
Employability Skills This unit contains employability skills.
Learning Outcomes and Application This unit applies to those personnel who are responsible for officiating competitions such as referees and umpires in a high performance environment, where the competition is comprised predominantly of elite participants. Personnel will already have achieved lower level officiating accreditation through their NSO and have significant experience officiating in lower level competitions.
Duration and Setting X weeks, nominally xx hours, delivered in a classroom/online/blended learning setting.

Elements of Competency Performance Criteria              
Element: Apply the laws of the competition at an advanced level.
  • Assess suitability of participants, other officials and external influences according to the requirements of the advanced level competition, relevant legislation and organisational policies and procedures.
  • Observe competition, with minimal disruption, and identify information on which to base decisions.
  • Observe participants and officials to ensure competition is conducted according to the laws and regulations of the sport.
  • Identify and respond to breaches of laws and regulations by participants, coaches, support personnel and other officials.
  • Interpret and apply laws and regulations for the given situation according to the spirit of the laws of the sport.
  • Make decisions quickly and decisively to correspond with the speed of the competition.

  • Communicate decisions and manage the outcomes of decision making while refereeing the competition according to the laws and regulations.
  • Explain and convey decisions to participants, coaches, other officials, support personnel, spectators, scorers and or timekeepers.
  • Respond to participants, coaches, support personnel and other officials according to the given situation.
  • Interpret signals from other officials and work as a team according to laws and regulations.
  • Use auditory devices as appropriate to assist in decision making and signalling.
  • Perform the complete range of commands and signals to convey decisions in an authoritative manner.
       
Element: Demonstrate positioning skills.
  • Adopt appropriate positions for the start or recommencement of play, for set plays, and general play situations according to environmental conditions and external influences.
  • Identify positioning areas and adopt the appropriate position when working as a team with other officials.
  • Move appropriately to maintain optimal position to view play throughout the competition.
  • Adjust position according to the direction and/or movement of play according to the laws and regulations.
       
Element: Provide reports and give feedback.
  • Complete relevant paperwork and sign as required by association or sport controlling body.
  • Forward written reports to the controlling body.
  • Provide reports to controlling body, mentor, adviser or other relevant persons.
  • Respond to reportable offences and follow reporting procedures.
  • Discuss feedback provided by others and analyse in a rational and constructive way.
  • Implement changes to improve the quality of officiating based on formal and informal feedback provided by mentors, advisers, other officials or other relevant persons.

Context of and specific resources for assessment

Assessment must ensure:

demonstration of officiating multiple competitions at an advanced level.

Assessment must also ensure access to:

a sport competition facility, with marked out fields

groups or teams of participants playing the sport at theadvancedlevel

officiating equipment and resources

NSO laws and regulations

reporting, tribunal and judiciary procedures.

Method of assessment

A range of assessment methods should be used to assess practical skills and knowledge. The following examples are appropriate for this unit:

observation of identifying breaches of laws and regulations by participants and other officials

oral and or written questioning to assess knowledge of the laws and regulations

observation of applying a variety of communication and positioning techniques while officiating

a portfolio containing written reports, evidence or documentation of oral reports, relevant paperwork and analysis of feedback where required

third-party reports from a supervisor detailing officiating performance.
